C--Broad Agency Announcement (BAA) 3DNTM
Solicitation # DOIDSAM27G002
The U.S. Geological Survey (USGS) has issued Broad Agency Announcement DOIDSAM27G002 to establish partnerships for the acquisition of high-resolution 3D elevation and hydrography mapping data. This initiative, known as the 3D National Topography Model (3DNTM) Data Collaboration Announcement, is divided into two primary opportunities: the 3D Elevation Program (3DEP) for lidar data and the 3D Hydrography Program (3DHP). These partnerships leverage the USGS Geospatial Products and Services Contract (GPSC) to provide critical data supporting infrastructure planning, energy development, mineral discovery, and disaster response. Eligible applicants include federal agencies, state and local governments, tribes, academic institutions, and the private sector, though GPSC contractors and subcontractors are explicitly excluded. Project submissions are due by December 4, 2026, and will be evaluated individually based on project location, areal extent, cost share, proposal maturity, and past performance. Preference is given to projects exceeding 1,500 square miles and those located in priority areas where existing data is five or more years old in the contiguous US, or eight or more years old in Alaska, Hawaii, and U.S. territories. The standard period of performance for these projects is 18 to 24 months. All resulting data must conform to USGS product specifications and will be made available via The National Map Data Download and Visualization Services. Applicants must submit a project summary form, validation of funding partners, and a GIS file defining the project area.

Forest Carbon Remote Sensing RFI
Solicitation # BD-27-1042-ENV-ENV01-134465
The Executive Office of Energy and Environmental Affairs for the Commonwealth of Massachusetts has issued a Request for Information (RFI) under solicitation number BD-27-1042-ENV-ENV01-134465. This RFI is designed to gather market research on the current state of technology for measuring forest carbon baselines and monitoring changes over time. The agency is specifically seeking information on remote sensing data sources, such as LiDAR and hyperspectral imagery, as well as analytical approaches involving artificial intelligence and in situ field data collection. The goal is to understand technical capabilities regarding accuracy, spatial and temporal resolution, and methods for detecting changes caused by forest growth, harvesting, or land-use changes. This process is intended to inform a future competitive procurement and does not obligate the Commonwealth to issue a formal solicitation. Responses are due by November 9, 2026, at 10:00 AM via the COMMBUYS portal. The RFI is eligible for the Small Business Purchasing Program and requests detailed information on respondent qualifications, measurement frameworks, data ownership, and estimated cost ranges for forest carbon measurement systems. PROJECT TITLE: SOURCES SOUGHT Geotechnical and HTRW sites within the Sacramento District boundaries. The purpose of this synopsis is to conduct market research on the potential for a future acquisition of an indefinite-delivery, indefinite-quantity task order contract for geotechnical and/or HTRW exploration services. This is not a request for competitive proposals or quotations. This contract would require exploration services at more complex sites or at sites that require a larger exploration program. These sites could have multiple exploration activities being performed simultaneously and/or where a large project requires an accelerated schedule. It is anticipated that the following services will be required: exploratory drilling of all types for geologic and geotechnical sampling of soil or rock; exploratory trenching with backhoes or track hoes; monitoring well, observation well, relief well, water well or piezometer drilling, installation, development and redevelopment. Variable exploration depths should be anticipated; 100-200 feet below ground surface (bgs) is typical, depths to 500 feet bgs should be anticipated; depths over 1,000 feet bgs are considered possible but rare. Services may be required at remote locations. Work at these larger and more complex sites may require equipment that can perform under unique conditions (i.e., angle drilling) or in such number as to require multiple drill rigs to support a larger drilling effort. Angle drilling to as much as 45 degrees from vertical should also be anticipated. The contract will require that the work be performed with all necessary equipment and experienced and knowledgeable operators. The company must also maintain a sufficient staff of competent, licensed drillers, skilled at deep drilling in all mentioned media. Exploration activities at HTRW sites will require appropriately trained personnel and equipment suitable for drilling at the Armys HTRW sites. Drilling depths will vary depending on drilling method, sampling and site requirements. All equipment rentals also include skilled operators, support staff and associated equipment and vehicles. o Provide backhoe and track hoe excavatator services capable of a maximum depth of 20 feet bgs. o Provide installations of monitoring wells, relief wells, water wells, observation well and piezometers. The type of geophysical survey may include but not be limited to spontaneous potential, gamma, resistivity, optical and acoustical televiewer. o Provide equipment and operators capable of performing pumping tests and aquifer tests to include but not be limited to step drawdown tests, long term drawdown and rebound testing. o Accessory equipment that may be required are: crane, boom truck, forklift, water truck, trench shoring, ancillary support vehicles, barge (for drilling over water) and dozers and operator to cut drilling access pads and then perform site restoration after drilling is completed. o This proposed contract will require explorations services for traditional geotechnical and HTRW site conditions. The common geotechnical work environment is on or near water features such as Dams and Levees; however, it may include military installations. HTRW sites will predominantly include Army or Former Used Defense (FUD) sites. o The government will supply a geologist or engineer to oversee each task order; however, there may be instances where the contractor will be required to provide field geologists and engineers in a technical support role. o HTRW sites will require appropriate protective equipment, trained personnel and procedures in accordance with all Federal and State requirements. Potential sources must submit a capability statement of no more than 8 pages in length, which addresses the following key areas: (1) TECHNICAL - Potential sources must submit a list of recent projects and associated personnel that demonstrate their knowledge and past experience relating to all of the varying types of work described above, particularly in the areas of deep drilling, specialty drilling, various deep well installations, and how their knowledge, skills and abilities were effective in executing a successful exploration program.
