Oregon State University intends to contract for the provision of an integrated platform database from FactSet as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services, and the contractor being the single provide of the goods and/or services. Students and researchers need access to the combination of data, integrations, and modules that only FactSet offers. Minimum computing requirements include a standard computer (Windows or Mac) with a current web browser and internet access, plus OSU institutional login credentials. Users should have basic computer literacy and a working knowledge of financial/investment concepts related to their research. OSU has a research need that uses an integrated platform combining proprietary datasets, analytics, and identifiers that cannot be replicated by combining products from other vendors. FactSet's content including its ownership data (formerly known as LionShares), company financials, and supply-chain and relationship mapping—is built using FactSet's own internal methods to collect, clean, and calculate information not available in public records, such as identifying a fund's ultimate parent company or linking related corporate entities. It uses its own proprietary identifiers and data structures to link information across its tools, meaning outputs are not directly interchangeable with competing systems and cannot be obtained elsewhere.
