The requirement is set aside entirely for small business concerns with a NAICS code of 311999 and a size standard of 700 employees. The quote submission deadline has been extended to 12:00 p.m. Eastern Standard Time on June 17, 2026, following an amendment that corrected an omission of line items 0001 through 0013 on the original quote sheet; vendors may revise prior submissions only to add or modify pricing for these newly included items, while previously submitted quotes remain valid for unaffected line items. All quotations must be submitted electronically via email using the official Quote Sheet provided, and no alternative formats are accepted. Offerors must include their UEI, CAGE code, business size, and active SAM registration, along with a designated point of contact for contractual matters. All items must be delivered in a single shipment within 30 days of award to the specified FCI Loretto address, with deliveries restricted to weekdays between 7:00 a.m. and 1:00 p.m. EST, excluding federal holidays; schedules must be pre-approved with the receiving warehouse. All supplies must be palletized and transported under strict temperature controls: non-frozen perishables between 34°F and 41°F, canned goods above 34°F and never frozen, and frozen items at 0°F or below; any product showing signs of thawing will be rejected. Religious dietary items are subject to rigorous certification standards: Kosher items must bear certification from an accepted Orthodox agency in the U.S. or Canada, and Halal items must be certified by an accredited Halal agency, with each individual package properly marked with the respective symbol. A dated letter of certification, issued no more than 11 months before the quote date, must accompany the submission for all Kosher and Halal items; failure to provide these certifications renders a quote ineligible. Items are evaluated on price fairness and reasonableness and past performance, with multiple awards anticipated based on line-item pricing. The contract operates under F.O.B. Destination terms and is governed by stringent inspection and acceptance provisions under FAR 52.212
