This contract solicitation, issued by the Federal Bureau of Prisons for the Federal Correctional Institution (FCI) McDowell in Welch, West Virginia, pertains to the supply of kosher food items for the second quarter of Fiscal Year 2026. The Request for Quotation (RFQ) number 15B12226Q00000003 was posted on December 11, 2025, with an offer due date of December 18, 2025. The procurement is set aside exclusively for small businesses under FAR Part 19.5 and includes socioeconomic considerations such as HUBZone and service-disabled veteran-owned small businesses. Delivery is scheduled on a weekly basis with FOB destination terms to the FCI McDowell warehouse, emphasizing products that maintain a minimum 90-day shelf life upon delivery. Vendors are required to submit bids including precise case counts or weights, with clear instructions to adjust pricing calculations if offered quantity units differ from those posted to ensure bids correspond accurately to posted quantities. Failure to comply with these requirements or repeated delivery of expired or non-specification-compliant items will result in disqualification from future solicitations. Evaluation of offers will focus heavily on past performance and delivery schedule, which together with technical capability constitute 75% of the award criteria, while overall price and delivery schedule make up the remaining 25%. This indicates a best-value tradeoff approach rather than a simple lowest-price technically acceptable (LPTA) selection. The solicitation incorporates standard FAR commercial clauses relevant to ethics, labor standards, subcontracting restrictions, and reporting requirements, including provisions for contractor code of conduct, whistleblower protections, and socio-economic status representations. Inspection and acceptance occur at the destination facility, with government quality control ensuring products meet contractual specifications, including kosher certification labeling and packaging requirements. The contract’s administrative provisions stipulate invoice submission per designated instructions, with award made by line item to the lowest responsive and responsible bidders. The agency points of contact for inquiries and submissions are Joe Riffe and Jermaine Jackson at FCI McDowell. Overall, this contract enforces rigorous compliance on quality, delivery, and past performance to sustain continuous supply of kosher food products meeting federal standards and institutional requirements.
