The Federal Bureau of Prisons, through Federal Correctional Institution Texarkana, is soliciting offers under solicitation number 15B51526Q00000018 for the provision of Kosher food items during the fourth quarter of fiscal year 2026, with performance required from July 1 to July 15, 2026. The requirement is classified under NAICS code 311991 and will be awarded as a Firm-Fixed Price contract, with evaluation based primarily on Past Performance, which holds greater weight than Price, though both are critical to the trade-off decision. The Government will select the single most advantageous offer that fully conforms to the solicitation, rejecting any proposal that fails to meet delivery timelines, which constitutes non-conformance and may lead to termination. Proposals must be submitted electronically by 3:00 p.m. Central Standard Time on May 21, 2026, to Tex-ProcurementProp-s@bop.gov, and all offerors must complete required representations and certifications through SAM.gov prior to submission, including UEI and CAGE code details, size status, and socioeconomic certifications as applicable. Contract deliverables include specific Kosher items such as Oatmeal, Coffee, and Vegetable Juice, each requiring individual packaging clearly marked with a visible kosher certification hechsher, along with the contractor’s CAGE code, PSC, and delivery address to ensure traceability and compliance. Packaging must sustain safe transport and storage conditions without specification of barcoding standards, though adherence to applicable Defense standards may be implied. All items are delivered FOB destination to FCI Texarkana at 4001 Leopard Drive, Texarkana, TX, with inspection and acceptance conducted by the Government upon receipt under FAR 52.212-4. Contractors are bound by stringent security and privacy obligations outlined in DOJ-specific clauses, including mandatory HSPD-12 credentials for personnel with system access, NDA signing, MFA enforcement, continuous monitoring, incident reporting, and flow-down of confidentiality requirements to all subcontractors. Annual compliance reporting, cybersecurity training, and record retention until contract completion are mandated. The Contracting Office, with Galo Morlet and Tanner Henson as primary points of contact, will issue the award no earlier than May 28, 2026, after full evaluation of compliance with all contractual terms, representations, and performance capabilities.
