AI Contract Overview
The Federal Deposit Insurance Corporation (FDIC) is seeking a vendor to provide a software subscription and maintenance services for SailPoint IdentityIQ under Request for Quotation CORHQ-26-Q-0059, with the objective of renewing licenses for core and modular components through May 2027, including optional extensions through May 2029. All offerors must use the prescribed Price Schedule template and submit a complete quote package that includes the Section K Representations and Certifications, proof of active SAM.gov registration, verification of partnership with HPE Aruba, and Pre-Award Supply Chain Risk Management (SCRM) information. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) methodology, where proposals must meet minimum technical requirements—including correct part numbers, authorized reseller status, and compliance with all mandatory documentation—to be considered acceptable; only those deemed technically acceptable will be evaluated by price, with the lowest evaluated price determining the award. Offerors must also submit any End-User License Agreements, Master Service Agreements, or warranty terms, with preference given to terms already approved by the government. Proposals must be submitted electronically to Harold Groves at hgroves@fdic.gov no later than 2:00 p.m. EST on April 28, 2026, following amendments that extended the original deadline. Failure to include any required components will result in disqualification. The successful vendor must ensure the software is delivered to the FDIC’s DIT Distribution Center in Arlington, Virginia, or electronically to DITSoftwareMgt@fdic.gov for non-tangible items. Invoicing must be submitted electronically to DOFAPInvoice@fdic.gov in PDF or Excel format, referencing the correct Financial Institution Number and Asset Name/Number, and must comply with specific naming conventions. The contract incorporates multiple Federal Acquisition Regulation clauses including prohibitions on covered entities, whistleblower rights, OIG fraud hotline disclosures, and safeguarding of federal contract information, as well as requirements for organizational conflict of interest certification and key personnel approvals. The vendor must maintain an active SAM.gov registration prior to award, represent its size status under NAICS code 541519 (500 employees), and ensure supply chain risk is mitigated to avoid immediate ineligibility. No military or industry standards for packaging or labeling are specified beyond requiring traceability through part number, model/version, and manufacturer type.
