1/18/2022 Update: The Library received the following questions from vendors and the Library's answers are in italicized text. 1. Is there an incumbent contract and if so what is the number? There is no incumbent contract. This is a new requirement. 2. Do you have a brand name or equal to software LOC is looking for? This is not a brand name specific or a brand name or equal requirement. The software provided needs to meet all of the requirements in the solicitation. 3. How many licenses are required? A single licensed copy of the software is required per C.4. Schedule of Deliverables. The Library requires a license for the workstation described in Section C.3 of the solicitation. If the offeror is offering the Library user based licenses then the Library needs to be able to transfer those licenses freely between users in the event an individual leaves the Library or is unavailable. The Library of Congress ("Library") requires film restoration software for use in the Film Lab at the Packard Campus (NAVCC) Film Preservation Laboratory. This software will be used to digitally restore film images for motion pictures in the Library's collections that have a variety of defects such as scratches, warping, movement and other image distortions. As such, many of these defects can be repaired using film restoration software for a solution that provides automatic, semi-automatic and interactive film restoration, cleaning, enhancement and repair. The software has to meet specific requirements as described in the attached solicitation. Please see the solicitation for information on the Library's specific requirements, what is needed to submit a quote and the due dates for questions and submission of quotes.

LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
