Film Viewing and Handling Equipment Maintenance - Library of Congress

The Library of Congress is seeking a contractor under a single-award, indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed price contract to provide comprehensive maintenance, repair, and remote support for a specialized collection of historic and contemporary film handling equipment located at the Madison Building in Washington, D.C., and the Packard Campus in Culpeper, Virginia. The equipment includes 44 major machines and approximately 200 related components such as flatbed viewers, synchronizers, power and manual rewinds, and ultrasonic, cement, and tape splicers—many of which are obsolete and critical to archival film preservation. The contractor must conduct annual onsite preventive maintenance visits at each location, submit detailed condition reports within 30 days, provide remote technical support via voice or video, and perform ad hoc repairs and occasional upgrades only with written authorization from the Contracting Officer’s Representative. Work is governed by Library-specific contractual modifications, including clauses on insurance, prompt payment, disputes, labor standards, and security, with all deliveries and services subject to COR-approved inspection and formal acceptance based on operational functionality and contractor professional assessment. The contract has a five-year base period of performance from June 1, 2026, to May 31, 2031, with a $5,000 minimum obligation and a $700,000 ceiling on total obligated funds. Proposals must be submitted electronically by May 11, 2026, in three clearly separated volumes—Technical Approach (max 7 pages), Past Performance (max 3 pages with three references), and Price—with no exceeding 20MB total file size and no zipped files permitted. Award will be made on a best-value tradeoff basis, evaluating technical approach, past performance, and price holistically, not through numerical weighting or lowest-price technically acceptable methodology. The contractor must comply with stringent security protocols, personnel fitness requirements including potential drug testing and background vetting, restrictions on publicity, and conduct standards on Library premises. Key personnel must be pre-approved with 30-day notice required for substitution. All invoices must be submitted electronically via the Invoice Processing Portal, and postage for submissions is the contractor’s responsibility.
