Fire Ground Ladder & Hose Testing

The contract is for Fire Ground Ladder and Hose Testing under a Firm-Fixed-Price arrangement as a Total Small Business Set-Aside, exclusively available to small businesses under NAICS code 811310. The work is to be performed at the Marine Corps Base Quantico, Virginia, with a twelve-month base period beginning August 24, 2026, and four optional one-year extension periods through August 2031. All testing activities must be completed within ninety days of contract award and require full compliance with NFPA 1962 and NFPA 1932 standards for fire hose and ground ladder inspection, service testing, and documentation. The Contractor must provide all personnel, supervision, equipment, tools, transportation, and quality control to conduct comprehensive inspections and hydrostatic testing while adhering to Marine Corps Fire Protection and Emergency Services Program guidelines, OSHA safety standards, and original equipment manufacturer specifications. The Lead Technician must be permanently on-site during all operations, and all personnel must possess current certifications validating their technical competency in NFPA-mandated procedures. The Government will evaluate proposals based on Technical Capability and Past Performance as significantly more important than price, with pass/fail gates for key personnel qualifications tied to NFPA compliance. Award will be made on a best-value basis, permitting selection of a higher-priced offer if technical superiority or reduced risk is demonstrated. Deliverables include searchable digital reports in PDF and Excel format for each hose and ladder tested, with all items requiring Unique Item Identification using two-dimensional data matrix symbology per MIL-STD-130 and packaging in accordance with MIL-STD-129. Contract administration is governed by FAR and DFARS clauses including those on System for Award Management registration, executive compensation reporting, combating trafficking in persons, Buy American compliance, cybersecurity incident reporting limitations, and termination for convenience or default. Invoicing must be processed via Wide Area Workflow using designated DoDAACs, with payment terms set at NET 30.
