Fixed Wing Charter - Old Crow Cargo Haul for Government of Yukon

The Government of Yukon is seeking a fixed-wing aircraft operator for a cargo haul mission between Whitehorse and Old Crow, Yukon, to be completed by October 31, 2026. The scope of work involves transporting 40 liquid deicer filled totes, each weighing 2,200 lbs, to Old Crow and backhauling approximately 7,000 kgs of contaminated material to Whitehorse. The mission must be executed in 15 or fewer flights. The contractor is responsible for all positioning, ground handling, fuel, lubricants, and the securing of cargo. Due to the nature of the cargo, the relocation of contaminated material requires a waste manifest and a permit from the Standards and Approvals Department Environment. Technical requirements specify a single aircraft with a minimum weight capacity of 10,200 kgs, capable of operating in temperatures as low as -35 Celsius and landing on a 5,000 ft unpaved gravel airstrip. Aircrew must meet Class II flying requirements. The contract is awarded to the lowest bidder, subject to a performance and weight/balance assessment. Bidders must provide lump sum pricing for the primary haul and the backhaul, to which a provisional cost sum of 75,000 Canadian dollars will be added to determine the total contract value. Compliance requirements include adherence to the Financial Administration Act (Yukon) and the Workers Safety and Compensation Act. The contractor must maintain commercial general liability insurance of at least 2,000,000 dollars per occurrence and name the Government of Yukon as an additional insured. Additionally, the contractor must comply with any applicable Yukon First Nation Participation Plans or Agreements, with specific bid value reductions available for Yukon First Nation business ownership, location, and labor.
