Flagpole Installation Services and Materials

The 410th Contracting Support Brigade, Regional Contracting Office – Miami, is issuing a firm fixed price purchase order for the installation of two new flagpoles approximately 25 to 30 feet in height at Truman Annex, Building 4180, Key West, Florida, in support of the Joint Interagency Task Force South. This procurement is a 100% Total Small Business Set-Aside under NAICS code 238990, requiring the contractor to be the direct provider of installation services with in-house personnel, equipment, and expertise; third-party brokers or pass-through entities will be deemed non-responsive. The flagpoles must match existing ones in material, finish, and style, and be commercial-grade tapered aluminum with a satin finish, equipped with an external halyard system, revolving cast aluminum truck assembly, rope halyard, cleat, and appropriate topping. Installation requires a 36-inch deep by 24-inch diameter concrete foundation using 3000 PSI concrete, galvanized steel ground sleeves, centering wedges, and dry-tamped sand for drainage, while complying with hurricane wind load standards for Monroe County, Unified Facilities Criteria, and all applicable local, state, and federal codes. Work must begin within five business days of contract award and be fully completed within 180 days, with operating hours restricted to Monday through Friday, 0600 to 1700, and weekend work requiring prior approval. All work must adhere to OSHA and Statement of Work safety requirements, mandating proper attire including safety shoes, hearing protection, and safety glasses. The contractor must provide an unconditional one-year warranty on all materials and workmanship, and final acceptance will be performed by the Government Representative at the destination site.
