AI Contract Overview
The U.S. Navy’s Naval Air Warfare Center, Weapons Division at China Lake, California, intends to award a sole-source firm fixed price contract to Fundamental Software Inc. for maintenance and support of FLEX-ES license reinstatement and a one-year subscription, with an option for an additional year. This action is justified under FAR 6.103.1 because the FLEX-ES system is a proprietary product available only through its original equipment manufacturer, and no competitive solicitation will be issued. Although no formal request for quotes is being made, vendors wishing to demonstrate their capability to fulfill this requirement may submit a written capability statement by 1 PM PST on July 1, 2026, referencing solicitation number N6893626SIMACQD0AH1300236. Submissions must clearly establish the ability to perform the work without compromising quality, accuracy, reliability, or schedule, and must be emailed to Andrea M. Farrell at the provided Navy address. All interested parties must be registered in SAM.gov with an active status prior to any potential award, as the government cannot proceed without this validation, and processing registration updates may take 10 to 15 days. Additionally, contractors must be certified through the Defense Logistics Information Services’ Joint Certification Program to access Controlled Unclassified Information or Export Controlled Information, as such data is integral to the requirement. Access to this sensitive information is strictly limited to a single Data Custodian per CAGE code, designated via a DD 2345 form approved by the Defense Logistics Agency. Contractors are responsible for coordinating with their CAGE code’s designated POC to secure the necessary access prior to any contract award or performance. The North American Industry Classification System code for this requirement is 513210, and all communication and submissions must follow the specified procedures and deadlines.
