3. Description of Requirement
The Naval Supply Systems Command (NAVSUP) FLC San Diego, has awarded a five-year Firm-Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Aquila International, LLC. This contract encompasses the construction, alteration, and repair of highly specialized ceremonial flight suit uniforms in support of the Navy Flight Demonstration Squadron (NFDS), widely known as the Blue Angels.
The scope of work requires the contractor to manufacture custom, exact-fit ceremonial flight suits utilizing distinct male and female base patterns. These garments must be constructed using Government Furnished Property (GFP) such as Flame Resistant (FR) Nomex fabrics (Royal Blue, Navy Blue, and Anniversary Yellow) and specific unit insignias. The contractor is responsible for on-site measurement and fitting events at Naval Air Station (NAS) Pensacola and Naval Air Facility (NAF) El Centro. In addition to initial construction, the contractor must provide rapid alteration and repair services with a mandatory fourteen (14) calendar-day Turnaround Time (TAT) to maintain the squadron's demanding demonstration schedule and zero-defect visual uniformity. The uniforms must comply strictly with NAVAIR 00-80T-123 Aircrew Systems NATOPS Manual, NAVPERS 156651, and Purchase Description (PD) 99-01, as well as all requirements specified in the Statement of Work (SOW) in the contract.
