FMS - ROYAL SAUDI LAND FORCES ARMOR CORPS, TANK WEAPON GUNNERY SIMULATION SYSTEM (TWGSS) KIT MODIFICATION AND MODULAR VEHICLE SPARES

Amendment 2 is to extend this Special Notice for 30 additional days in accordance with FAR Part 6. Interested parties may express interest and provide capability statements no later than 30 days from its posting date. ________________________________________________________________________ GENERAL INFORMATION: North American Industry Classification (NAICS) 333318 - Other Commercial and Services Industry Machinery Manufacturing. The North American Industry Classification Systems (NAICS) is the standard used by Federal agencies in classifying business establishments for the purpose of collecting, analyzing, and publishing, statistical data related to the U.S. business economy. Product or Service Code (PCS) for this requirement is 69 Training Aids and Devices. BRIEF SUMMARY: The Army Contracting Command-Orlando intends to award a sole source contract under the authority of 10 U.S.C. - (c) (1), and Federal Acquisition Regulation (FAR) 6.302-1(a) (2) (ii) (A), Only one responsible source and no other supplies or services will satisfy agency requirements in order to fulfill the requirements identified in Foreign Military Sales (FMS) case SR-B-VTF for the Royal Saudi Land Forces (RSLF) Armor Corps. Under this case, the RSLF has identified the requirement for the procurement of the modification of sixty two (62) existing Tank Weapon Gunnery Simulation System (TWGSS) kits for the Royal Saudi Land Forces. This effort shall include two, two week trips; one to General Dynamics Land Systems of Sterlling Height, MI i order to test TWGSS kits prior to delivery in country and one trip to Tabuk, SA for delivery. This effort will also procure two TWGSS Modular Vehicle Interface - Spares for the TWGSS. Its intended that this contract will be awarded to SAAB Defense and Security USA located at 2602 Challenger Tech, Orlando FL 32826-2741. SAAB provided for the modification of RSLF's first 60 kits for the TWGSS under contract W900KK-13-C-0029. ACQUISITION APPROACH: The Government anticipates that the program requireement will be fulfilled via a new Firm Fixed Price (FFP) Contract in Fiscal Year 2018. Estimated value is $1,906,991.00. PEO STRI will process a Justification and Approval (J&A) to substantiate rationale for a sole source contract to SAAB Defense and Security USA. It is requested that written responses by submitted in Microsoft Word and be limited to five 8.5 X 11 ince pages no smaller than 10 font. NOTE: This Notice of Intent to award a Sole source Contract is not a request for competitive proposals and is for informational purposes only. Any responses or inquires to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to procure this requirement via a competitive procurement based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made nor will respondents be notified of the evaluation of the information received.
