The U.S. Army is conducting a Technology Readiness Evaluation (TRE-2) focused on automatic, lightweight biological point detection technologies, including both networked and non-networked systems composed of biological triggers and collectors. This evaluation is scheduled to take place between September and October at Dugway Proving Ground, Utah, lasting no more than four weeks. The testing will be divided into two phases: a one-week breeze tunnel test followed by a three-week field test. Devices must be delivered one week prior to the start of testing. The assessment aims to determine the technology readiness level of these devices in relation to the Joint Biological Tactical Detection System (JBTDS) program, emphasizing capabilities such as detection of biological simulants, discrimination against interference, and networking functionality. While multiple systems demonstrating network capabilities are preferred for the field test, participation is not restricted to such configurations. Participants are invited to submit detailed device information, including capabilities, technologies used, physical attributes, test reports, development history, photographs, safety precautions, and the number of units intended for evaluation. This information must reach the U.S. Army Soldier and Biological Chemical Command by April 30, 2003, to receive the entrance criteria package. Although the Army aims to identify technologies for development and acquisition, there is no commitment to select any specific technology. This evaluation offers developers unique performance data to support their ongoing research and development efforts. For further inquiries, contact Mr. Dan Nowak at the provided phone number.

NA The U.S. Army is sponsoring a Technology Readiness Evaluation (TRE-2) for automatic, light weight, networked and non-networked biological point detection technologies, which consist of biological triggers and collectors. TRE-2 is scheduled in the Septembe r to October time frame at Dugway Proving Ground, Utah. Test duration will not exceed 4 weeks. TRE-2 will consist of two phases - a breeze tunnel test (1 week) and a field test (3 weeks). Equipment must arrive one week prior to test start. Participating d evices will be assessed for potential applicability in future biological defense systems such as the Joint Biological Tactical Detection System (JBTDS). The ultimate goal is a biological point detector (trigger) with warning, collection and networking cap abilities. Multiple systems sufficient to demonstrate a network capability are desired for the field test but not required. TRE-2 will be determining a Technology Readiness Level (TRL) with respect to the JBTDS program. Devices may be evaluated for thei r function in areas such as detection of biological simulants, discrimination (interference rejection), and networking. Although the intent of TRE-2 is to identify appropriate technology for our development/acquisition programs and system-upgrades, the Army is under no obligation to select any participating technologies. TRE-2 will offer participants an opportunity to obtain unique performance data that can be used in their development work. To be responsive to this announcement and receive a copy of the entrance criteria package, developers/sponsors must supply the following in writing to U.S. Army Soldier and Biological Chemical Command 5183 Blackhawk Road ATTN: AMSSB-RRT-DE Aberdeen Proving Ground, MD 21010, no later than close of business 30 April 2003: A description of their device including capabilities, technology employed, and physical characteristics; all relevant test reports; a historical synopsis of the development; a photograph of the device, safety precautions and the number of devices t o be evaluated. If there are questions call: Dan Nowak at +1 (555) 000-0000.

Awards will be made based on the Lowest Price Technically Acceptable (LPTA) criteria, and the government may issue multiple awards to different vendors if no single offeror can provide all items at a fair and reasonable price. To be eligible, vendors must submit a single quote via the Unison Marketplace by 1:00 PM EST on November 13, 2026, ensuring all green cells in RFQ Attachment 1 are completed and technical specifications for each part number are clearly demonstrated. Vendors must provide a single shipping address for all items, as drop shipments are prohibited, although partial shipments are acceptable. All materials must be available for pickup within the continental United States. Technical proposals for alternative materials require side-by-side comparisons and clear identification of how specifications are met. The government will utilize price analysis per FAR 15.404-1 to determine fair and reasonable pricing and intends to make awards based on initial submissions without requesting revisions. Invoicing and payment will be processed through the Wide Area Workflow (WAWF) system, with specific shipping and billing instructions provided at the time of award.
