For the Purchase of Guaranteed Emergency Bulk Diesel Fuel Delivery

SECTION 1 NOTICE – INVITATION FOR BIDS For the Puchase of Guaranteed Emergency Bulk Diesel Fuel Delivery Deadline: Submission instructions are included in the Bid Contract Documents. Bids must be received before 3:00 p.m. PST on September 28, 2026. Following Bid Closing Time, the sealed Bid envelopes and Public Purchase Bids will be publicly opened and read at the Agency Business Center located at 144 Ferguson Road, Auburn, CA 95603 in the Bear River Room. Placer County Water Agency (“Agency” or “PCWA”) will receive sealed Bids for the purchase of Guaranteed Emergency Bulk Diesel Fuel Delivery. The Agency requires redundancy in its as-needed purchase and delivery of bulk diesel fuel during emergencies such as PG&E Public Safety Power Shut-offs, other electrical power outages, natural disasters, and other emergency events. Reliable access to emergency fuel is critical to maintaining continuous operation of generators and other essential equipment located at Agency facilities throughout Placer County. These facilities include pump stations, water treatment plants, communications facilities, and other infrastructure necessary to support the Agency’s water delivery and operational needs. The Agency participates in a cooperative Bulk Fuel Delivery bid with Placer County and other surrounding agencies and has a current contract with Hunt & Sons for all normal fuel deliveries. Hunt & Sons is the Agency’s primary bulk fuel delivery vendor however, because PCWA is a critical utility, the Agency is seeking to contract with numerous vendors in order to provide redundancy for emergency bulk fuel delivery in the event resources become stretched or unavailable. All Bids shall meet the provisions, requirements and specifications listed in this Bid Contract Document. All Bids must be submitted on Agency bid forms in accordance with the Bid Contract Documents. The Bid Contract Documents may be obtained from the Public Purchase website at http://www.publicpurchase.com/gems/pcwa,ca/buyer/public/home. Registration is required. No Bid received and read may be withdrawn for a period of sixty (60) calendar days after the date fixed for opening of Bids. The Agency intends to award the contract within thirty (30) calendar days of Bid opening. The Agency reserves the right to award the contract, to reject any and all Bids, to waive informalities, and to reject non-conforming, non-responsive or conditional Bids. Bidder’s attention is called to the fact that the Placer County Water Agency is a public agency formed and existing under the laws of the State of California.
