This RFQ is for the acquisition of a Foreign Market Survey and Benchmark Report for the FAA's Academy International Training Division (AITD). This will be awarded using Lowest Priced Technically Acceptable (LPTA) procedures. Per the PWS, vendors who have experience in conducting market surveys for aviation or technical training organizations will be considered technically acceptable. Proof of such experience must be submitted with any quote. Quotes received without proof of experience will be determined non-responsive and will not be technically acceptable or eligible for award. A responsibility determination will be made for the apparent successful low-price offeror. Part of this determination will incorporate the experience provided. Negative or no successful past performance may be used as grounds to find an offeror not responsible and therefore ineligible for award.
