Forest Legacy Program Consultant

The New Hampshire Department of Natural and Cultural Resources, Division of Forests and Lands, is soliciting consulting services for the Forest Legacy Program to coordinate land protection activities. The selected individual or firm will assist landowners, government agencies, and non-profits with project applications, draft legal documents such as deeds and conservation easements, and coordinate surveys, appraisals, and environmental reviews. The contract is a fixed-price agreement not to exceed 80,000 dollars for an initial two-year term, with a potential two-year extension at the agency's sole discretion. Work is anticipated at 20 hours per week and is subject to approval by the Governor and Executive Council. Award selection is based on a best-value trade-off method using a 100-point scale. Technical evaluations account for 80 percent of the score, focusing on the experience and qualifications of key staff (35 points) and prior work and past performance (35 points), with both requiring at least five years of documented experience in land conservation and grant management. Price proposals account for the remaining 20 to 30 percent of the evaluation. Proposals must be submitted in searchable PDF format to the Division of Forests and Lands by the specified deadline, including a technical proposal with three professional references. Contractors must maintain specific insurance coverage, including 1 million dollars in general liability and 2 million dollars in umbrella coverage.
