Forestry and Parks - Request for Proposal - DESIGN, ENGINEERING AND CONSTRUCTION ADMINISTRATION CONSULTANT SERVICES - TOUCHWOOD LAKE CAMPGROUND ELECTRIFICATION Lakeland Provincial Recreation Area

PROJECT BACKGROUND Touchwood Lake is located within the Lakeland Provincial Recreation Area (LLPRA), 43 kilometers east of Lac La Biche and 250 kilometers northeast of the City of Edmonton. Touchwood is a favourite destination for local anglers and families looking to enjoy the clear water of the lake. Just outside of the campsite, there is a staging area for OHV use for the trail network throughout Lakeland Provincial Recreation Area. The Touchwood Lake Campground is located approximately 10 km from an ATCO Electric tower and approximately 5 km from a powerline. The desired outcome of this project involves bringing power to the campground to service all campsites by providing an extension from the primary powerline and secondary power for the campground. The installation of power at the campsites at this location will provide an improved camping experience for park users. It will also eliminate the need for generators, reducing the noise resulting from alternative power sources, thereby improving the overall camping experience. The purpose of this RFP is to invite Proposals from suitably qualified Proponents who demonstrate sufficient experience and qualification to provide detailed design, secure approvals, prepare tender documents and perform project management and construction monitoring services for the electrification of this campground as identified within the scope of this RFP. PROJECT DESCRIPTION .1 Working towards the outcomes and objectives identified, the successful Proponent is to apply proven parks-based (non-urban) technical design practices in conjunction with appropriate tools and skilled resources through the Site Assessment, Conceptual Design, Detailed Design, Approval Process, Issued for Tender, Issued for Construction and Project Close Out phases for the site to achieve the end result desired by the Province. .2 The work to be accomplished under this project includes: .1 Assess, complete site investigations, coordinate with utility provider, complete concept and detailed design, tendering, construction administration and project closeout for the electrification of 88 existing campsites and provisions for power at the dump station at the Touchwood Lake Campground in the Lakeland PRA. .2 Refer to Schedule ‘A’- Schedule of Services for additional details on Consultant services and deliverables. ANTICIPATED PROJECT SCHEDULE .1 The project schedule calls for commencement of Contract by November 02, 2026 and completion of Services by May 01, 2029.
