Fort Erie Childcare HVAC Upgrades

The Regional Municipality of Niagara has issued Request for Tender 2026-T-150 for HVAC upgrades at the Fort Erie Childcare center, a 3,500 square foot facility. The project involves replacing the existing Roof Top Unit with a new 8-ton heat pump, installing four bypass boxes and six electric duct heaters, and performing necessary roof reinforcement to support the increased equipment weight. The scope also requires the contractor to investigate and patch leaking supply air ducting and perform type 2 asbestos abatement on ceiling tiles and other identified materials. Due to the nature of the facility, abatement and specific works must be completed outside of normal operating hours. The project is expected to commence in December 2026, with substantial performance anticipated by June 2027 and final completion by August 2027. The contract is based on CCDC 2-2020 with supplementary conditions and requires the successful bidder to be a Category 2 Mechanical Contractor from the approved roster. Bidders must comply with the Municipal Buy Ontario Procurement Directive, ensuring a Domestic Supply Chain Plan value of at least 51% of the bid price. Technical requirements include adherence to the Niagara Region BAS Specification Version 3.0, and the bidder must certify that at least one employee holds a Niagara 4 Advanced Technical Certification. Award will be granted to the compliant bidder with the lowest pricing. Payment terms are set at 28 days from the receipt of a proper invoice, and the contract price remains fixed for the duration of the project.
