The solicitation was posted on June 25, 2026, with a response deadline set for July 13, 2026. The contract falls under NAICS code 424430, indicating a wholesale trade in dairy products, and is categorized as a SLED procurement involving state, local, or tribal government entities. The principal point of contact for vendor inquiries is Tracie Busby, reachable via email and phone. Performance is required at all Jefferson County School locations in Alabama, with F.O.B. destination terms applied, meaning title and risk of loss transfer to the County upon delivery and inspection. The award will be made using a best-value trade-off methodology, evaluating offerors based on qualifications (30%), understanding of county needs (20%), reasonableness of costs (20%), soundness of approach (15%), completeness of response (10%), references (3%), and health insurance coverage for employees (2%). While pricing details are not yet defined in the public documentation, the contract does not specify any set-aside categories, and socioeconomic status certifications such as small business, WOSB, or SDVOSB are not required for submission. Offerors must hold a valid Unique Entity ID and Federal Tax Identification Number, and must certify they are not debarred or suspended. No packaging, preservation, or labeling requirements for the milk products are specified beyond general submission documentation rules. Baked Goods and Grain-Based Products SupplyThe contract seeks suppliers to provide whole-grain-rich compliant breads, rolls, tortillas, and other grain-based products that meet USDA nutritional guidelines for inclusion in federal school meal programs. Products must adhere to strict whole-grain requirements to ensure they qualify as healthy options under the National School Lunch Program and other child nutrition initiatives. The solicitation is structured as a subcontract, indicating it is part of a larger procurement chain, likely intended to support state or district-level food service operations in Utah. All offerings must be consistently produced to maintain compliance with federal standards for ingredients, labeling, and nutritional content, with no exceptions or substitutions allowed. The opportunity was posted on June 22, 2026, and responses are due by July 22, 2026, giving potential vendors a one-month window to submit proposals. The NAICS code 424430 classifies this as a wholesale trade activity related to baked goods and grain-based products, suggesting the focus is on distributors or manufacturers supplying large-scale institutional buyers. While the geographic location and agency contact details are not specified, the involvement of Utah and the BonfireHub platform indicates the contract is managed at the state level, likely coordinating with local school districts. Suppliers must ensure their products are scalable, consistently available, and fully documented to meet USDA compliance audits throughout the term of the agreement.

Pricing is facility-specific, with unit costs defined in Exhibit E, inclusive of all labor, materials, equipment, and expenses, and payment is governed by the Texas Prompt Payment Act. The contract requires full compliance with federal and state laws, including FDA regulations, anti-discrimination statutes, cybersecurity training mandates, and prohibitions on human trafficking and energy company boycotts. Vendors must provide DUNS, UEI, TIN, and other required identifiers, certify via the HHS Online Bid Room, and use Microsoft Office or PDF formats for submissions, with no exceptions or assumptions permitted. The award will be made on a best value basis, not necessarily to the lowest bidder, evaluating delivery performance, past performance, ability to meet specifications, and price. The contractor is subject to audits by state and federal agencies, must maintain records, and is responsible for all costs associated with noncompliance, including emergency purchases made by facilities due to delivery failures. Contract administration is managed by a designated HHS agency lead, and all communications regarding orders, recalls, or changes must occur directly between the vendor and the qualifying ordering entity.
