The contract primarily serves the Texas Department of Public Safety, Texas Juvenile Justice Department, and Texas School for the Deaf, with deliveries required to specified locations including Mart, TX, and Gainesville, TX. All submissions must include the mandatory price sheet in .xml or .xlsx format, signed execution of response, respondent information, insurance statement of intent, and all other required attachments as outlined in the solicitation. Products must meet strict specifications for packaging, labeling, and temperature control, including 8-ounce cartons for skim milk, cup sizes for sherbet and frozen yogurt, and gable packs for pineapple juice, all bearing “best used by” dates and complying with FDA and USDA standards. Milk must contain vitamins A and D and be delivered between 33° F and 41° F, while juice must be 100-percent full-strength. The contract is structured as a firm, all-inclusive, fixed-price agreement with FOB Destination terms, meaning the vendor bears all shipping costs and risk of loss until delivery. Pricing must include all fees, including fuel surcharges and handling, and the state does not guarantee minimum volumes or compensation. The initial contract term runs through November 30, 2027, with up to four optional one-year renewal periods extending through November 30, 2030. Award will be based on best value to the state, determined through evaluation of purchase price relative to unit of measure, compliance with all technical and regulatory specifications, and the absence of unacceptable risk of non-performance. Failure to meet mandatory requirements such as signing essential documents, submitting the price sheet, or demonstrating financial and operational capacity will result in immediate disqualification. Dairy and Beverage DistributionThe contract covers the distribution of dairy products and non-alcoholic beverages to military and government facilities within the DLA Troop Support network, ensuring timely and reliable supply chain operations for essential provisions. The NAICS code 424430 identifies this as a wholesale distribution activity under food and beverage products, and the place of performance is designated as Watertown, with a zip code of 13601, indicating the primary logistical hub for these operations. This is classified as a subcontract, meaning it supports a larger prime contract within the Department of Defense procurement structure, though no set-aside status or specific solicitation number is provided. The contract was posted on July 8, 2026, and is managed under the Department of Defense’s DLA Troop Support, which oversees provisioning for U.S. Armed Forces and associated federal entities. While no point of contact information or detailed performance metrics are included, the scope clearly focuses on fulfilling the nutritional and operational needs of personnel through consistent delivery of perishable and non-perishable beverage items. The absence of a set-aside classification suggests the opportunity is open to all qualified suppliers, and the location in Watertown implies a strategic position for regional distribution across military installations in the Northeast or beyond.
