Gateshead Borough Council is establishing a Closed Framework Agreement to appoint a single strategic Artificial Intelligence (AI) Transformation Partner to support its AI transformation programme. The contract, identified as solicitation IT168, has an estimated maximum value of 5,000,000 GBP excluding VAT over a four-year term from April 7, 2027, to April 6, 2031. The engagement begins with a mandatory Discovery Phase, for which suppliers must provide fixed pricing, and may lead to subsequent services awarded through individual call-off contracts based on the Council's discretion and available funding. As a closed framework, membership will not be reopened or refreshed during the term, and appointment does not guarantee a minimum volume of work or expenditure. The procurement follows a three-stage Competitive Flexible Procedure, with the contract awarded to the Most Advantageous Tender based on a weighting of 70% for quality and 30% for price. Evaluation focuses on the supplier's technical expertise, capacity, and their proposed methodology for identifying and prioritizing AI opportunities. Full Description

The Contracting Authority is procuring a single strategic Artificial Intelligence (AI) Transformation Partner through the establishment of a Closed Framework Agreement. The Framework will be available solely for use by the Borough Council of Gateshead (the Council) and may not be accessed by any other contracting authority or third-party organisation. A single Supplier will be appointed to the Framework following completion of this procurement process. The appointed Supplier will support the Council in delivering its AI transformation programme through an initial Discovery Phase and, where required, subsequent services awarded through individual call-off contracts under the Framework Agreement. The Framework Agreement will have an overall maximum value of £5,000,000 ex VAT over its term. This figure represents the total potential value of all services that may be commissioned under the Framework and does not constitute a guarantee of expenditure. Tenderers are required to submit fixed pricing for the Discovery Phase as detailed within this Specification and the associated Pricing Schedule (Schedule D). Pricing for any subsequent services commissioned under individual call-off contracts will be agreed between Gateshead Council and the appointed Supplier prior to the award of each call-off contract, taking account of the scope, requirements, deliverables and outcomes of the specific requirement. As a Closed Framework, membership will not be reopened or refreshed during the term of the Framework Agreement. Appointment to the Framework does not guarantee any minimum volume of work, value of contracts, or level of expenditure. All services beyond the Discovery Phase will be commissioned at the Council's discretion and subject to approval, business need, available funding and the successful agreement of call-off contract terms and pricing.

The University of Arkansas, Fayetteville (UAF) issued solicitation 09112026 for Cybersecurity Maturity Model Certification (CMMC) Program Services to secure a term contract for two years with two optional renewal years. The scope focused on achieving compliance with CMMC Levels 1, 2, and 3 to protect Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). Key deliverables included a compliance maturity roadmap, the design of a scalable security architecture, a continuous monitoring program, and assessment readiness support. The procurement process included several modifications, such as the addition of a 2 million dollar Professional Liability insurance requirement and extensions to the proposal deadline. Evaluation criteria were weighted toward the technical proposal (40 points), respondent qualifications (30 points), and cost (30 points). However, on October 19, 2026, the University of Arkansas, Fayetteville officially cancelled RFP 09112026 via Addendum 3. This cancellation was prompted by changes in federal guidance that necessitated a reassessment of the procurement scope, with the university intending to issue a new solicitation once requirements are clarified.
