The Friendship Park Beautification Project in Yuba County, California, is a comprehensive site development initiative with an estimated contract value of approximately $4.49 million. The scope includes extensive site clearing and grading, demolition of existing structures, utility disconnections, installation of new landscape features, playground equipment, sports courts, ADA-compliant walkways, parking lot reconstruction, drainage improvements, and art installations reflecting local Hmong culture. The project sets firm deadlines: 200 working days to complete all work excluding plant establishment, 290 working days for full completion including plant establishment, and 90 working days specifically for plant establishment. A voluntary pre-bid meeting and site walk are scheduled to ensure bidders understand site conditions. Bidders must submit a bid bond or cashier’s check equal to 10 percent of their total bid, guaranteeing bid validity for 60 days and awarding flexibility solely to Yuba County’s discretion to reject or accept bids based on responsiveness and responsibility. Quality assurance and compliance are critical components, governed by detailed technical specifications covering administrative, environmental, landscape, and structural requirements. Materials acceptance protocols align with applicable ASTM, CAL-OSHA, and California Building Code standards, with rigorous testing and inspection procedures conducted exclusively on-site by the government representative and contractor. Special contract requirements mandate comprehensive insurance coverage and bonding, strict controls on work hours, subcontractor approvals, protection of utilities, and detailed record documentation. Submittals must include certified personnel reports, compliance certifications, and finalized operation and maintenance manuals before project closeout. Environmental impacts have been assessed through a Mitigated Negative Declaration, ensuring protective measures for air quality, noise, aesthetics, and traffic. Evaluation criteria indicate cost as the primary award factor contingent on compliance; no formal federal acquisition clauses apply since this is a local public works contract. The contract’s administration is managed by Yuba County Public Works with the project manager designated as the primary point of contact, while proposal submissions are accepted both electronically and in hard copy prior to the March 31, 2026 deadline.
