The solicitation W911RZ26RA014 for the Ft. Carson Postwide Refuse and Recycle Contract is issued under the Revolutionary Federal Acquisition Regulatory Overhaul, combining procedures from FAR Parts 12 and 15, Subpart 19.8, and Subpart 16.5 to acquire commercial services through an Indefinite-Delivery, Indefinite-Quantity contract. The acquisition is exclusively set aside for certified and active participants in the SBA 8(a) Business Development Program, requiring all offerors to maintain valid 8(a) status at the time of proposal submission. The government will apply the Lowest Price Technically Acceptable source selection approach, evaluating proposals strictly based on the criteria outlined in Section M of the solicitation, where technical acceptability is the primary threshold and price determines selection among qualified offers. An amendment posted on June 22, 2026, added vendor information through the Addendum to RFO FAR Provision 52.212-1 but did not alter the response deadline, which remains July 20, 2026. The performance location is Fort Carson, Colorado, with the contracting office under the Department of Defense, and all submissions must adhere to the technical exhibits and requirements detailed in the solicitation and its attachments.
