Furniture for CRO at Library of Congress

The Library of Congress is soliciting proposals for the procurement and installation of new office furniture to replace worn-out items under solicitation number 2026-ISS-0057, issued as a full-and-open competition with no small business set-aside. The requirement is for specific furniture items including Traveler's Chairs, Georgetown Swivel Tilt Chairs, Houck Spot Tables, Finley Cocktail Tables, and Jasper Writing Desks, all specified by brand name or equal with detailed product codes and material finishes. Invoices must be submitted electronically through the Invoice Processing Platform, and failure to comply will result in delayed payment. The contract includes multiple Federal Acquisition Regulation clauses covering changes, disputes, payment, ethics, whistleblower protections, cybersecurity, and prohibitions on certain foreign-made equipment, including Kaspersky Lab and unmanned aircraft systems from covered entities. The Library has modified FAR 52.212-4 to incorporate its own provisions regarding changes, disputes, and payment terms, and requires full compliance with FAR 52.212-3 representations and certifications, including accurate SAM registration status, socioeconomic status, greenhouse gas emissions disclosures for large contractors, and restrictions on covered telecommunications equipment. Contractors are also prohibited from using the contract in publicity or advertising without prior written consent from the Contracting Officer, and all proposals must include past performance information, warranty terms, and full acknowledgment of solicitation requirements to be considered eligible for award.
