The U.S. Army Tank-Automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC) at Picatinny Arsenal, New Jersey, is conducting a market survey to identify potential sources capable of providing system or subsystem solutions for a 120mm mortar that supports the Future Combat System (FCS) requirements. The survey seeks designs, prototypes, models, analyses, and test results that will influence the development and integration of a lightweight, rapid-fire, turreted 120mm mortar. Key performance factors include rate of fire, accuracy, reliability, and other attributes relevant to system suitability. Information is requested on various technological areas such as mortar tube, breech, recoil/counter-recoil mechanisms, ignition, automation, controls, fire control, and other subsystems that respondents consider critical to delivering a comprehensive system solution. Respondents must include assessments of technology readiness levels with justifications and should provide details on their capabilities in analysis, design, fabrication, integration, testing, and evaluation, as well as facilities for prototype assembly. The requested information further encompasses risk assessments and mitigation strategies, as well as detailed cost estimates for development—including five prototype units—and production of 200 units over five years. Respondents should also describe any royalties or licensing fees, contributions to operational effectiveness, and system specifications. This effort is not a solicitation for proposals but an information-gathering activity, with submitted data potentially shared with the FCS NLOS-M contractor, United Defense Armament Systems Division, for evaluation. Submissions must avoid classified content; proprietary data should be clearly marked and will be protected accordingly. Follow-on discussions may be held to clarify responses. Preferred submission formats include PDF for documentation and electronic solid models compatible with ProENGINEER software. Key contacts for contractual and technical inquiries are provided to facilitate communication.

The U.S. Army Tank-Automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, New Jersey is conducting a market survey to identify sources that have products and capabilities to arrive at system or subsystem materiel solutions for a 120mm mortar supportive of the US Army's Future Combat System (FCS) requirements. The products sought include designs, prototypes, models and analyses, and test results that will be used in design, development, analyses, integration and demonstrations of a lightweight, rapid-fire, turreted 120mm mortar. Products provided should address factors such as rate of fire, accuracy, reliability, and others relevant to assessing the suitability of the system or subsystem. Specifically, information and data addressing technological areas such as mortar tube; breech; recoil/counter-recoil; ignition; automation; controls; fire control; and other subsystems the responder believes are relevant to arriving at a system solution are sought. The system and subsystem descriptions provided should include the current technology readiness level assessment and associated justification (as described in the Interim Defense Acquisition Guidebook dtd 30 October 2002). The capabilities sought include analysis, design, development, fabrication, integration, test and evaluation of proposed systems or subsystems, as well as facilities conducive to assembling breadboard and subsystem prototype hardware, electronics and/or software. In addition, information on risk assessments and risk mitigation plans; recurring and non-recurring cost for development (to include five prototypes) and production (assume 200 units over a five year period) including any royalties and license fees, contributions of the proposed system or subsystem to operational effectiveness measures, and system or subsystem specifications. This is not a request for proposals. Some, or all, of the information submitted will be shared with the FCS NLOS-M contractor for evaluation. No classified information should be submitted with this response. Proprietary information must be appropriately marked and will be safeguarded as marked. Follow-on discussions with the Government and/or the NLOS-M contractor, United Defense Armament Systems Division, may be required to clarify response content. The preferred response format is Portable Document Format (PDF), with concepts and design solid models in an electronic format compatible with ProENGINEER.
