FY26 DMA Building Automation Systems (BAS) - IFB#123-26-008

The Virginia Department of Military Affairs is soliciting bids under IFB# 123-26-008 to establish contracts with multiple qualified, Schneider factory-authorized service contractors to provide Building Automation Systems (BAS) support statewide. The scope of work includes comprehensive quarterly and annual preventative maintenance, on-call and emergency repairs, training, and modernization services for Schneider EcoStruxure and related energy management equipment, such as meters, valves, and actuators. The contract is scheduled to begin on January 1, 2027, for a base year with four optional one-year renewals. Awards will be made on a grand total lump sum basis to the lowest responsive and responsible bidders, with award priority given to DSBSD-certified micro or small businesses. Bids must be submitted electronically via eVA by November 9, 2026, at 4:00 PM. Required documentation includes a pricing schedule, vendor data sheet, and a small business subcontracting plan for non-certified entities. Selected contractors must undergo security and cybersecurity background checks to obtain network access, after which the DMA will provide laptops for BAS platform access. The contract mandates compliance with various FAR clauses, including drug-free workplace and security requirements, and requires specific insurance coverages, including $1,000,000 per occurrence for commercial general liability. Payments are processed via check, ACH, or EDI in accordance with the Virginia Prompt Pay Act within 30 days of invoice acceptance.
