AI Contract Overview
The Naval Air Systems Command is conducting market research to identify qualified sources capable of performing non-recurring engineering to improve the design and producibility of the Light Off Detector (LOD) used in the F414-GE-400 engine, specifically addressing obsolescence concerns while maintaining compatibility with the proprietary Meggitt Defense Systems, Inc. design. The effort focuses on advancing solid-state flame sensing technology and its associated remote electronics package for use in the high-temperature afterburner environment. This research is part of a phased development plan where two candidate solutions from Phase I will be matured to Technology Readiness Level 5, with one ultimately advanced to TRL 6 through prototype testing. The goal is to ensure continued operational availability of the LOD without relying on outdated components or manufacturing processes. Responses must be submitted as a capabilities statement capped at ten pages and include company details, Cage Code, Unique Entity Identifier, past performance examples with contract numbers and Government points of contact, and a clear demonstration of technical expertise relevant to engineering design, trade studies on materials and sensors for extreme temperatures, and deliverables such as test reports and engineering data. Submissions are required by 5:00 p.m. Eastern Standard Time on July 15, 2026, and must be emailed to the specified point of contact, with alternative arrangements available if proprietary data cannot be transmitted over an unclassified network. The government emphasizes this is strictly a sources sought notice, not a solicitation, and no obligation to award a contract exists. Participation is voluntary, and no payment will be provided for submitted information. All responses will inform future acquisition decisions, including potential small business set-asides, and a site visit may be required to validate capabilities.

Full Description
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to contract N0001923C0034, with Cost Plus Fixed Fee (CPFF) CLINs, on a sole source basis to Meggitt Defense Systems, Inc. Meggitt is the sole designer, developer, and integrator of the Light Off Detector (LOD). This requirement will be for the improved and/or more producible technologically advanced design of the Light Off Detector (LOD). The scope of this effort will include developing, designing and validating technological improvements to mitigate obsolescence concerns and improving producibility.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(c)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.
Meggitt, as the original equipment manufacturer (OEM), is the designer, developer, manufacturer, and depot for the Light Off Detector. Only Meggitt possesses the technical data necessary to fulfill the requirements listed above. Additionally, the design of the LOD is proprietary to Meggitt. The issuance of the modification will fall within statutory authority of Title 10, U.S.C. Section 3204 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1. In accordance with FAR 6.302-1(a)(2)(ii)(A), the Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment including major components thereof, to be available only through the original source, and has determined that award to any other source would result in significant duplication of costs which would not be recovered through competition.
As such, NAVAIR has determined Meggitt Defense Systems, Inc. is the only responsible source capable of meeting the Government’s minimum needs.
This synopsis is published for informational purposes only and is not a request for competitive proposals. Per FAR 10.002 (d) (2), the Government does NOT intend to use the provisions of FAR Part 12 for this acquisition.
