The Department of Commerce is seeking support for the analysis of U.S. import and export seafood supply chains to enhance the tracking of harvest and landing data. The primary objectives include developing comprehensive supply chain mapping to identify custodians from the point of harvest to U.S. import, including U.S. territories. Additionally, the initiative aims to identify priority supply chains and conduct targeted research on species under the Seafood Import Monitoring Program or other areas of interest to assess the risks of misrepresentation and illegal, unreported, and unregulated fishing. Beyond import mapping, the project involves analyzing U.S. re-imports to better understand processing and market dynamics for U.S.-sourced seafood and identify imports that compete directly with domestic products. This forecast is associated with NAICS code 541910 and will be performed in Silver Spring. Interested parties may coordinate with the point of contact, Kyle Shaffer, or the Department of Commerce Office of Small and Disadvantaged Business Utilization.

NMFS seeks support to analyze the harvest and landing data collected under the program to 1) further develop the supply chain mapping, identifying custodians at each node from harvest to U.S. import (including U.S. territories), 2) identify a list of priority supply chains and conduct further research and analysis, focusing on species under SIMP, and of NMFS interest, that may be at higher risk based on the program's principles to determine risk of IUU fishing and misrepresentation. In addition to mapping imports, 3) NMFS seeks support to analyze U.S. re-imports to identify processing and market dynamics for U.S.-sourced seafood and imports that directly compete with key U.S. seafood products.
