Full Description

Intent to Sole Source - Robin Hill Farm The Department of Veterans Affairs intends to issue sole-source firm-fixed priced contract to Robin Hill Farm, P.O. Box 1067, Hillsboro, NH 03244. A sole source procurement will be issued to Robin Hill Farm because they are the only vendor with the capability of providing the unique residential restorative and rehabilitative therapy services to our Veterans with Traumatic Brain Injury (TBI)/Acquired Brain Injury (ABI). Due to the specialized nature of the product it must be provided by a company with the ability to provide an exact match for what is being requested. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b)(2), "soliciting from a single source." The NAICS code is 623990 and the size standard is $11M. SCOPE OF WORK: Long term services and sufficient qualified and trained staff to provide each Veteran with assistance with activities of independent living (ADLS) and instrumental activities of daily living (IADLS) in a residential setting as a State licensed community-based program designed exclusively for adults with brain injuries. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 12pm EST, September 28, 2015 to: contact@example.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. In accordance with FAR 6.305, the Justification will be posted to FBO within 14 days following the award. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
