REQUEST FOR PROPOSALS George County RFP #APS-2026-01 Real and Personal Property Appraisal Professional Services (APS) This Request for Proposals (“RFP”), issued by the George County Board of Supervisors, is to solicit proposals from qualified and experienced contractor(s) who is capable of performing appraisal and maintenance of Real and Personal property, preparing and correcting related records/data of properties in George County for the Tax Assessor for a two-year term contract, with the option to extend the contract for one year, if the Board chooses. Notice is hereby given that George County will receive proposals until 10:00 a.m. (local time), on FRIDAY, AUGUST 14, 2026, in the Office of the Chancery Clerk, 355 Cox Street, Lucedale, MS 39452. Envelopes containing the proposal must be sealed, addressed to George County, and designated as proposal for the following items described, to wit: GEORGE COUNTY RFP# APS-2026-01 REAL AND PERSONAL APPRAISAL SERVICES COMPANY NAME & ADDRESS Respondents also have the option of submitting their proposals electronically through www.centralbidding.com. When submitting an electronic proposal, the proposal must be submitted in “PDF” format and shall contain the same information and forms as required for the paper proposals. When submitting a proposal electronically, the authorized signature may be a hand-written blue ink signature or be an electronic signature. The Contractor/Consultant will have a minimum of five years of appraisal experience (including residential, commercial businesses, and industrial properties) and certified by the MS State Tax Commission. All personnel performing services under this contract will be competent and capable to preform the duties imposed and will meet the qualifications of the County in order to provide market value of the property located in the county. All field appraisers must be capable of completing required tasks of the Contractor/Consultant, attend the MS Dept. of Revenue Training Session or Property Workshops, have five weeks training with an experienced appraiser; and will tender all listings, pricing, and valuations to the experienced appraiser for approval. The Contractor shall carry General Liability Insurance of an amount not less than One Million Dollars ($1,000,000.00) and provide proof of Worker’s Comp Insurance. Real Property service requirements for the Contractor/Consultant will be to update the County’s Real Property Roll, establish true value of all the Real Property involving changes of ownership, ownership splits, new or additional construction and perform the following services: Estimate the true value as of December 31 (value date) each year for all property involving changes, additions, or expansions, add to or change property appraisal cards. Change any property appraisal card as to omissions, deletions, or auditions as required, reflecting, accurate true value of all land and improvements required to be appraised in accordance with the Mississippi Department of Revenue during the appraisal period. Twenty-five percent (25%) of the County’s parcel count shall be examine closely as required by Rule 6 of the Mississippi Department of Revenue procedures for appraisal procedures for the tax rolls. New ownership splits requiring market value shall be incorporated into assessment records. All 16th Section leasehold property rights will be appraised (excluding hunting and fishing.) The Tax Assessor will provide information for 16th Section Hunting & Fishing Leases. Twenty-five (25%) percent will be reviewed through visual and/or physical inspections to determine whether or not there have been deletions of improvements, new construction, additions, expansions, or other changes on a parcel. For the purposes of Appraisal of new construction or improvements under construction (whether or not ownership of the land has changed), the Contractor/Consultant will use, in addition to physical and visual inspection, all documents, resources, data, and information from the following sources:
Building permits issued by the City of Lucedale; Septic tank permits issued by the MS Department of Health, County Health Dept., or similar state officials; Electric residential or commercial service connections that would indicate new construction or property improvements; Aerial mapping and photography through the County’s website GIS portal (or similar official sources) for comparison and determination of new improvements; Any records of inspections of construction in progress or completed construction, may be maintained by the City or County officials.
Assist the County Tax Assessor with implementation of a new County index, if necessary. The Tax Assessor will approve all County Index schedules. Assist the County Tax Assessor with implementation of new small track schedule, if necessary. The Tax Assessor will approve all small track schedules. The Contractor/Consultant will use competent employees of good character in the performance of this agreement. All employees must have sufficient skill and experienced to properly perform the work assigned to them. The County may require the Contractor/Consultant to provide a competent representative at public hearings required by law or meetings conducted by the Board. The Appraiser representative shall be required to defend all values for which objections are raised during public hearings or Board meetings. The Contractor/Consultant shall furnish a competent representative at all formal hearings in the event of an appeal to the courts. The representative will be present at the hearings to testify as a witness to outline the steps taken in the appraisal or updating a real property and to give his/her opinion of the value of the properties in question in Court.Personal Property Service requirements for the Contractor/Consultant will be to update, prepare new and changed existing appraisal as required, and establish value of personal property that has been identified during the tax rolls and correct any existing personal property for errors, omissions, deletions, or additions to reflect accurate value of all personal property required to be appraised in accordance with the State of Mississippi Appraisal Manual by preforming the following duties, including: The Contractor/Consultant agrees to perform services necessary to provide the County current market valuation with current personal property cards. The consultant will investigate and check for accuracy of all the MS Dept. of Revenue Forms 73-033 (Renditions) returned to the County by the businesses, and the correct the personal property ledger accordingly. The consultant will make an inspection of at least twenty-five percent (25 %) of all personal property parcels annually. In each subsequent year, an additional twenty-five percent (25%) of the parcels will be inspected, which will result in the physical reviewing of one hundred percent (100%) of personal property parcels over four years. At the time of inspection, the property’s listings will be checked for accuracy. Items no longer present will be deleted and items not previously listed will be accounted. The Industrial Multiplier and the Personal Property Pricing Manual shall be used in accordance with requirements of Rule 8. The business personal property of all new businesses that have not been on the tax rolls shall be listed and appraised. A reconciliation of the privilege license filed by the new businesses and the previous year’s Personal property Tax Roll with be made to determine the new businesses that will be appraised. All lease properties shall be listed and maintained annually on master cards.Respondents are reminded that they are responsible for delivery to the specific location cited above (355 Cox Street, Lucedale, MS 39452). Therefore, if your proposal is delivered by an express mail carrier or by any other means, it is your responsibility to ensure delivery to the above address. This office will not be responsible for deliveries made to any place other than the specified address. It is the sole responsibility of the offeror to ensure the RFP reaches the County by submission deadline of Friday, August 14, 2026 at 10 am. The time and date for receipt of Proposals will be observed. Late deliveries or mail delays will be rejected as non-responsive regardless for the reason for delay.
