This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.


The U.S. Customs and Border Protection (CBP) San Diego Field Office (SDFO) regularly conducts law enforcement related searches and investigations of electronic devices to identify violations of law relating to trade and travel. Solicitation number PR20158647, is issued as a Request for Quotes (RFQ) for a one (1) year GrayKey License. The GrayKey is a mobile device forensic tool that enables lawful access to extract from encrypted or inaccessible data on electronic devices. The GrayKey software, which is approved for OFO use in the TRM, requires an annual license to function. GrayKey requires an annual license to provide support and maintenance coverage.


The Government intends to award a firm-fixed-price purchase order to a responsible and responsive vendor whose quote meets all the requirements stated in the attached Statement of Work (SOW) and provides the lowest price technically acceptable (LPTA) upon evaluation. The evaluation method is LPTA. The products offered must meet all the specifications/descriptions in the attached SOW and enough detailed specifications must be submitted with the quote for a technical review to be completed without
holding discussions.

All interested companies shall provide a firm-fixed-price quote for all requirements listed in the SOW. Interested vendors who wish to compete for this effort shall provide a quote for all requirements stated in the SOW along with a technical specification sheet for each item that is being quoted. All documents must be in PDF format and must be emailed to the Contract Specialist (CS) Jesus Solis @ jesus.solis@cbp.dhs.gov no later than 08/25/2026, 5 PM Mountain Standard Time. The government reserves the right to accept or reject quotes received after the given deadline.
