Ground Maintenance Services

This contract provides for comprehensive ground maintenance services at the El Paso VA Healthcare System, requiring the contractor to perform all necessary labor, materials, equipment, supervision, and management to ensure the facility grounds are maintained in a clean, safe, healthy, and aesthetically pleasing condition. The scope includes routine tasks such as lawn mowing, trimming, edging, pest and disease control, leaf and debris removal, tree removal from premises, waste disposal in compliance with environmental regulations, and seasonal activities like aeration, dethatching, seeding, and street and parking lot sweeping. The contract has a base performance period of one year, from June 15, 2026, to June 14, 2027, with four optional one-year extensions through June 14, 2031, allowing for a potential five-year performance period. The contractor must submit a written Quality Control Plan within 30 days of award detailing inspection procedures, corrective actions, and reporting mechanisms, and must maintain a site-specific safety plan in compliance with OSHA, VA, and local regulations. All employees must be trained in equipment operation and personal protective equipment use, and any incident involving injury, property damage, or near-miss must be reported immediately to the Contracting Officer’s Representative with follow-up documentation within 24 hours.
