Grounds Maintenance for PBS 2026 - 2030

Fisheries and Oceans Canada is seeking a qualified contractor to provide comprehensive grounds maintenance and general labour services at the Pacific Biological Station in Nanaimo, British Columbia, for the period of 2026 through 2030. The scope of work covers over 15 acres and includes the upkeep of lawns, horticultural beds, native vegetation, roadways, pathways, and security fencing. Key responsibilities include routine and seasonal maintenance, manual snow and ice control, debris removal, and ensuring all access routes remain safe and professional. The contractor must adhere to industry quality assurance standards and maintain lawns at a height between 1.5 and 2.5 inches during the growing season. The contract will be awarded to the compliant offer with the lowest evaluated price. Mandatory technical requirements for bidders include registration with WorkSafe BC, a valid municipal business license for the Capital Regional District, and at least two years of experience in commercial grounds maintenance. Proposed personnel must have two years of landscaping experience, active WHMIS certification, and the supervisor or designated staff must hold a current Pesticide Ticket.
