Provo City School District (PCSD) has issued a Request for Proposal (RFP) aimed at contracting Group Medical and/or Pharmacy Benefit Management (PBM) services, effective September 1, 2026. PCSD currently operates a self-funded benefits model managed through UnitedHealthGroup, with UMR handling medical claims administration and Optum Rx providing pharmacy benefit management services. This solicitation allows for multiple contract awards in three distinct categories: a combined offering of integrated medical and pharmacy services, medical administration services only, or PBM services only. The contract term is initially three years, with the possibility of two additional one-year extensions and discretionary year-to-year renewals for up to five years total, contingent upon satisfactory performance, continuing need, funding availability, and compliance with applicable procurement laws. The contract emphasizes guaranteed administrative rates for the three-year term, transparent pricing and rebate disclosure, regulatory compliance including HIPAA and URAC accreditation, and robust integrated service capabilities such as coordinated claims processing, provider network maintenance, consolidated member communications, and comprehensive data reporting. The evaluation process is based on a weighted scoring system where technical criteria carry 70% of the weight and cost proposals 30%, with detailed sub-factors assessing firm qualifications, demonstrated ability to administer self-funded plans, provider network strength, references, and pharmacy management competencies. Award(s) will be made to one or more responsive and responsible offerors whose proposals offer the best overall value, determined through a trade-off analysis rather than lowest-price-only evaluation. Key compliance certifications include Utah licensure, HIPAA compliance, participation in RingmasterRx repricing, and E-Verify program certification. Contractual provisions cover extensive standard terms such as indemnification, confidentiality, intellectual property rights favoring District ownership, and insurance requirements. The contractor must adhere to specific operational mandates, including monthly claims data feeds to a third party (Cedar Gate Technologies), engagement in repricing activities, and maintenance of URAC accreditation. Inspection and acceptance occur at the destination, with the contractor bearing risk of loss until formal District acceptance. The solicitation process mandates submission via the Utah Public Procurement Place portal, adhering to strict procedural and confidentiality requirements as governed under Utah procurement code and state records law, including the handling of protected business information.
