AI Contract Overview
The contract for Gym Equipment Maintenance at Mountain Home Air Force Base, Idaho, requires a small business contractor to perform on-site preventative maintenance and emergency repairs on all fitness equipment in accordance with manufacturer specifications, ensuring equipment remains serviceable, minimizing repair frequency, and extending operational life. All maintenance activities, including quarterly visits, must be meticulously documented in a maintenance repair log, with corrections completed during scheduled visits unless delayed solely by part availability. The period of performance begins on 17 June 2026 and spans five years with four optional one-year extensions and a possible six-month extension under the Option to Extend Services clause. Work is confined strictly to equipment maintenance with no responsibility for facility operations or civilian staffing. The contractor must develop a Quality Control Plan within 30 days of award and comply with OSHA, AFIs, AFOSH, RCRA, and federal environmental regulations, including proper handling, labeling, and disposal of hazardous waste. All personnel require background investigation via SF-85 or SF-86, must obtain and wear government-issued identification badges, complete Level I Antiterrorism Awareness Training, and adhere to strict prohibitions on weapons and domestic violence convictions. The contractor must ensure CUI compliance, maintain control of government-issued keys and access badges, and register all personnel with the installation’s Emergency Mass Notification System. The contract is a total small business set-aside under NAICS code 811490, with pricing only specified for replacement parts at $8,000 per lot during the base and fourth option years; all other line items for monthly and quarterly maintenance and unscheduled repairs lack unit pricing, making the total contract value undefined beyond that single known cost. Evaluation for award prioritizes price, followed by technical capability—assessed on a pass/fail basis—and past performance, requiring at least an acceptable history without documented negative performance in federal systems. The government will conduct a trade-off process rather than a lowest price technically acceptable evaluation. Invoicing must be submitted electronically through WAWF using invoice/receiving report combinations for fixed-price services. Offerors must provide a UEI and CAGE code, represent size status as a small business, and certify compliance with numerous far clauses including those related to whistleblower rights, human trafficking prohibitions, employment eligibility verification, service contract labor standards, paid sick leave, and prohibitions on procurement from certain foreign jurisdictions. Proposals must be submitted via email by 10:00 AM MST on 6 May 2026, not exceed ten
