STATEMENT OF WORK PART A GENERAL INFORMATION A.1 INTRODUCTION Boiler Inspection A.2 BACKGROUND The Hershel Woody Williams VAMC Boiler Plant and Boiler Operations has a requirement to have the medical center s boilers inspected annually. This inspection normally takes two visits. The first visit the inspector examines the insides of boilers that we have cooled down and opened up for inspection. The inspector also looks at the other boilers that are then running. The second visit the inspector swaps which boilers they are inspecting internally or externally. These two visits are often close together, needed repairs aside. These two visits must be done once a year per boiler. The contractor will also provide visual inspection of the condensate and deaerator tank on site. A.3 SCOPE OF WORK The contractor shall provide supervision and all resources necessary to accomplish the additional services for equipment inspection for the equipment described, except as may otherwise be specified in section B. Inspect for evidence of leakage of combustion gases or fluids, externally and internally, including all gaskets. Inspect foundations for signs of stress such as cracking or movement. Inspect boilers externally and internally for defects including bulges, blisters, cracks, wasted or eroded material, warping, general corrosion, grooving and pitting, damaged insulation. Inspect all accessible internal surfaces for waterside and fireside deposits, including scaling, sediment, debris, carbon deposits. Examine all stays and stayed plates. Inspect gas side baffles. Inspect internal drum surfaces and steam separating internals. Inspect soot blowers and verify proper alignment. Inspect tubes, tube ends and tube alignment. Check for sagging tubes. Verify that all nozzles of internal piping such as feedwater admission and bottom blow off collection are clear with no obstructions. Inspect seating surfaces of manways and handholes. Check that boiler structure is plumb and level with no excessive deformations. Check for missing items such as bolts and nuts. Examine all valve and pipe connections to the pressure vessel. Inspect refractory including burner throat, expansion joint, bull ring, furnace seals, furnace walls and floor. Verify proper alignment of burner assembly. Inspect furnace for evidence of flame impingement. Test operation of water level gage glass. Perform mechanical and electrical inspection of disassembled low water cutouts (disassembly by VA). After reinstallation, test operation to the extent possible. Test low water cutouts on hot boilers by lowering water level gradually. Verify that steam pressure gage is properly calibrated. Test operation of high steam pressure cutouts on hot boilers by raising steam pressure. Inspect safety valve installations and verify that the valves have proper capacity and set pressure and valves, drains and vents are properly installed. Verify that valve locking seals are not broken. On boilers that are hot, perform an operation test under pressure to confirm operation at proper set pressures. Operate boiler with burner at high fire to verify adequate steam flow capacity of the safety valves ( accumulation test ). Inspect piping connected to the boilers for evidence of leakage, provision for expansion, provision of adequate support, proper alignment, evidence of detrimental conditions. Inspect piping to the water column, low water cutoffs and alarms, gage glass. Verify that interior of piping is clear of obstructions. Interior cleaning and visual inspection. Visually inspect all visible pressure vessel surfaces for corrosion, material thinning, deposits, and weld cracking. Inspect spray nozzles and trays. Typically, the pressure vessel section containing the deaerator trays and sprays is not accessible for non-destructive testing. The experience is that this section, which is mainly exposed to steam, is less vulnerable to weld failures and material thinning than the storage section which contains condensate and make-up water. Calculate maximum allowable working pressure rating of vessel based on thickness measurements. Calculate depletion rate of material thickness. Provide complete written report fully describing all inspections and tests performed with findings and recommendations along with internal pictures copied to a disk. The condition of all items inspected shall be stated whether acceptable or deficient. All deficiencies shall be fully described along with recommendations for methods of correction. The Department of Veterans Affairs is issuing a Notice of Intent to Sole Source for an open market award to Vicinity Energy Baltimore Corporation to provide annual steam system preventive maintenance at the Baltimore VA Medical Center. This requirement, classified under NAICS code 561210 and PSC J044, is driven by the fact that the facility's steam equipment is directly connected to the district steam distribution system owned and operated by Vicinity Energy. Due to this interconnected configuration and the proprietary operational data involved, the government identifies Vicinity Energy as the sole source capable of ensuring the reliable operation of the system without risking the broader distribution network. The scope of work requires a two-person crew to provide eight hours of service every two weeks, totaling 416 labor hours per year. Key responsibilities include steam trap surveys, cleaning pressure-reducing valves, inspecting heat exchangers, and ensuring proper water chemistry and meter operation. The contractor must supply all necessary parts meeting original manufacturer specifications and provide emergency call-back services with a technician on-site within five hours of notification. The anticipated period of performance is one year from the award date, with the possibility of option-year extensions. Interested vendors may submit capability statements to Contract Specialist Patricia Thai by 11:00 AM EST on November 10, 2026, referencing announcement number 36C24527Q0048. These submissions will be used solely to determine if the procurement will be conducted on a competitive basis. All work will be performed at the Baltimore VAMC, adhering to strict VA security, safety, and infection control requirements.

The Department of Veterans Affairs is seeking a contractor for the emergency procurement, delivery, and factory assembly of commercial-grade kitchen equipment for the Nutrition and Food Services Pot and Pan Washing Room at the Washington DC VA Medical Center. This firm-fixed-price acquisition is driven by critical infection control and physical environment deficiencies identified during a June 2026 Joint Commission survey.
