Offers are being requested and a separate written solicitation will not be issued. Solicitation number N4008426Q7004 is issued as a RFQ for Hangar Doors, Automatic Sliding Doors, and Automatic Sliding Gate Maintenance for NAFM, Japan. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.The Government anticipates award of one (1) indefinite-delivery, indefinite-quantity (IDIQ) contract with one (1) base year, four (4) one-year options. Quoters are advised that finding may not become available. If funds are not available, no award will be made as a result of this solicitation. GENERAL DESCRIPTION:
The Commander, Navy Installation Command (CNIC), Public Works Division (PWD) Misawa, Japan has a requirement for Hangar Doors, Automatic Sliding Doors, and Automatic Sliding Gate Maintenance Service in support of the Naval Air Facility Misawa, Japan. The contractors shall perform all services in accordance with the Performance Work Statement (PWS). Please see the attached documents for more information on submitting a quotation.
CONTRACTOR LICENSING REQUIREMENTS:
For an offer to be considered for award, the Contractor shall:
1. Provide the contracting officer with a valid construction business license to perform construction work in Japan (Kensetsugyo Kyokasyo), if such information is not already on file with or available to the contracting officer;
2. Be authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract; and
3. Have a Japanese bank account in order to receive payment via DFAS Japan.

*For those who need escort to access onto the base: Individuals must have a “BASE ACCESS PASS” for the event. All pre-proposal conference attendees who do not have the pass must provide a list of participants via email to the POC above no later than 16 June 2026, 10:00 JST.
Due to limited escorting capabilities, a maximum of two (2) company representatives will be allowed. Only one vehicle per company is authorized. Those participants who will need an escort must carry picture IDs. Valid picture IDs for Japanese Personnel includes a Driver’s license, which indicates nationality or permanent address, a Passport or Resident Card with picture. Valid picture IDs for non-Japanese Personnel includes a Passport or Alien Registration Card, A Driver’s license which does NOT indicate the individual’s nationality or permanent address is NOT considered a valid picture ID.
