The ICBM Contracting Division at Hill Air Force Base is seeking a contractor to provide engineering services and technical support for the Hardness Surveillance Electromagnetic Pulse Program. The scope of work involves site inspections, pulse current injection testing for high-altitude and source region electromagnetic pulse effects, and subsequent engineering analysis at ICBM launch and control facilities. The contractor is required to provide their own pulser meeting specific technical standards, as the government will not provide equipment or compensation for its acquisition. Performance will take place at F.E. Warren, Minot, and Malmstrom Air Force Bases, with administrative oversight at Hill Air Force Base. The contract period runs from January 1, 2016, through December 31, 2020, with options for four one-year extensions and one six-month extension. Due to the sensitive nature of the work, strict operational security is required, and personnel must qualify for Top Secret clearances and the Personnel Reliability Program. This is a full and open competition awarded to the lowest price, technically acceptable source. Foreign participation at the prime contractor level is prohibited, and all offerors must be registered in the System for Award Management.
