The Department of Veterans Affairs through Network Contracting Office 21 is seeking contractors to provide Emergency Residential Services under the Health Care for Homeless Veterans Contract program in Eureka, Humboldt County, California. The effort targets homeless veterans enrolled in or eligible for VA health care, offering them up to 15 beds per day on a per diem basis with the goal of stabilization and transition to permanent housing. The contract structure spans up to five years, beginning with a 12-month base year followed by four optional 12-month ordering periods extending through August 2031. Services must include 24/7 supervision with at least one staff member or resident manager on-site at all times, along with therapeutic and rehabilitative services using evidence-based practices, clinical case management, individual and group counseling, meals, medication storage, and safe, accessible housing that complies with the Americans with Disabilities Act and local fire, safety, and sanitation standards. The facility must be capable of accommodating veterans with diverse needs, including those requiring specialized support, and must allow for same-day admissions without discriminatory entry criteria. Contractors are required to submit a Quality Control Business Plan and a Staffing and Service Plan by the solicitation close date, along with monthly referral reports to the VA Liaison or Contracting Officer's Representative. All personnel must be qualified by education, training, and appropriate certifications or licenses, and a designated full-time program manager must be available 24/7 for consultation and emergency decision-making. Background checks for staff must comply with VA Directive and Handbook 0710, and contractors must adhere to all federal information security requirements outlined in the National Industrial Security Program Operating Manual and VA Handbook 6500.6. Invoices are calculated based on the number of beds occupied each night, excluding the day of discharge, and must be submitted for VA approval by the 5th of the following month before being processed electronically through the Tungsten Network by the 10th, with payments made via Electronic Funds Transfer. The government retains the right to conduct unannounced or announced facility inspections, both prior to award and annually thereafter, to ensure compliance with quality and safety standards.
