Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO)
Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.

The HEalth care Rewards to Achieve Improved OutcomES (HEROES) program, under the National Institutes of Health's ARPA-H, aims to enhance community health outcomes by implementing a novel financing approach to healthcare that rewards positive health outcomes. This initiative focuses on four crucial health outcomes: maternal health, heart attack and stroke risk reduction, opioid overdose reduction, and alcohol-related health harm reduction. These areas are targeted due to their high rates of morbidity and mortality, despite available preventative interventions. Participants in the program are expected to propose community-based interventions within specified geographic areas, ranging in population from 500,000 to 5 million, to achieve these outcomes. The contract has undergone several amendments to clarify and revise submission requirements and templates. Amendment 01 addressed multiple sections in the solicitation document and provided updates related to fully burdened rates. Amendment 02 offered further clarifications on program deliverables and updated the Solution Summary template. Amendment 03 made adjustments to general and program requirements, as well as pricing templates, to streamline proposal details and intentions. The latest, Amendment 04, revised proposal due dates and the Admin & National Policy Requirements template. These amendments are aimed at ensuring clarity and ease of understanding for participating entities. The deadline for proposal submissions is December 10, 2024, and all communications regarding the solicitation must be conducted through ARPA-H's designated channels.

Under the HEealth care Rewards to Achieve Improved OutcomES (HEROES) program, public health entities and collaborators will have the opportunity to improve the health status of their communities for specific patient populations through the use of a payment model that incentivizes community-based interventions to improve health outcomes across a fixed geographic area. These solutions will investigate a new, regionally focused, outcomes-based financing approach for the healthcare industry, which rewards only positive health outcomes and reduces the healthcare burden on patients, providers, and the economy. The HEROES solicitation highlights four specific health outcomes of interest to the program. These outcome categories were selected because of their significant morbidity and mortality rates despite the availability of effective, evidence-based interventions to prevent such circumstances or reduce their severity. The four outcome categories are as follows:

  1. Maternal Health: Reduction in rate of intrapartum and postpartum severe obstetric complications per 10,000 deliveries.
  2. Heart Attack and Stroke Risk: Reduction in the aggregate 10-year risk of heart attack and stroke for people aged 40-70 years.
  3. Opioid Overdose: Reduction in the rate of emergency medical services (EMS) patient encounters for fatal and non-fatal opioid overdoses per 100,000 population.
  4. Alcohol-Related Health Harms: Reduction in the rate of EMS patient encounters for alcohol-related emergencies per 100,000 population.

Proposers will select one of the four health outcome categories in geographic areas ranging from 500,000 to 5 million people in the general population.

Solution Summaries MUST be submitted in advance of a full proposal, and Proposers interested in proposing to more than one health outcome category MUST submit a separate Solution Summary and proposal for each outcome category/ geographic area pairing.
