This project is a very high priority and is urgent. There will be significant consequences from the State of Hawaii Department of Health (DOH) for not meeting the deadline. Date: 5/23/2022 MCBH MAXIMO #3626885, WR 172953 The scope of this project is to design and construct an new effluent disinfection system to satisfy the requirements of the DOH Notice of Violation and Order (NOVO), dated 6 May 2022, Docket No. 2022-CW-EO-04, in accordance with the National Pollutant Discharge Elimination System (NPDES) Permit No. HI0110078. This work includes engineering assessment, design, and construction services to design and construct a new effluent disinfection system for the Water Reclamation Facility (WRF) to meet the requirements of the NOVO, in place complete. At a minimum, a disinfection unit capable treating 100% effluent to comply with single samples of no more than 130 colony forming units (CFU) per 100 ml and monthly geometric mean averages complying with a value of 35 CFU per 100 ml for enterococci shall be provided. In accordance with the NOVO, this work shall be complete and in successful operation no later than May 5, 2025.
