High Dosage Tutoring Services

Metropolitan Nashville Public Schools (MNPS) is soliciting proposals for a qualified contractor to provide in-person, high-dosage literacy tutoring for students in kindergarten through grade 5. The program begins as a pilot year serving up to 200 students across 5 to 10 schools, with the potential for a five-year contract based on performance. Tutoring must be delivered within MNPS buildings during the regular school day, consisting of small groups with a maximum of three students per tutor. Sessions are structured as either three 30-minute sessions or two 45-minute sessions per week for 12 to 14 weeks per semester. The contractor is responsible for recruiting, hiring, onboarding, and training tutors, and must utilize the MNPS tutoring curriculum rather than proprietary materials. The contract is awarded based on a best-value assessment, weighing the proposed approach (40 points), qualifications and experience (30 points), cost (20 points), and past performance (10 points). Financial terms include a five-year term with firm pricing for the first year and proposed escalation percentages for years two through five. Payments are made via ACH with a default net 30 term. The contractor must maintain comprehensive insurance coverage, including general, professional, automobile, and sexual abuse and molestation liability, each at 1 million dollars. Additionally, all personnel must undergo FBI and TBI criminal background checks and comply with FERPA and ADA standards. Proposals must be submitted through the iSupplier system by the specified deadline.
