HMIS Solution Request for Proposals

The Oregon Housing and Community Services Department is soliciting a SaaS-based, HUD-compliant Homeless Management Information System (HMIS) solution to replace the current system under the Oregon Multi-Continuum of Care implementation. The project encompasses software licensing, infrastructure procurement, implementation, training, and ongoing maintenance, with a target full implementation date of September 2, 2027. The anticipated contract term is between three to five years, with the possibility of indefinite renewals. The solution must adhere to FY 2026 HMIS Data Standards and meet stringent security requirements, including hosting in an SSAE 16-SOC1 certified data center, multifactor authentication, and 508 compliance. To be considered responsive, proposers must demonstrate successful HMIS implementation for a Multi-CoC environment and a completed data migration from an existing HMIS platform within the last five years. The award will be based on a best-value determination, scoring the technical proposal, a requirements traceability matrix, and a price proposal. Non-negotiable contract terms include Oregon as the choice of law, Marion County Circuit Court as the venue, and agency ownership of all data.
