The City of Atlanta, on behalf of the Atlanta Fire Rescue Department (AFRD), will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bids (IFB) for the procurement of a qualified supplier to provide a comprehensive, web-based Online Training Management System. Interested vendors during the prequalification phase will be evaluated based on their demonstrated experience providing online training management systems for fire departments, emergency medical services, public safety agencies, or similar organizations. Vendors must demonstrate the capability to provide secure individual member accounts; remotely deliver and assign training based on rank and duty assignment; create and schedule classes; track attendance and daily training activities; administer and score tests; manage instructor-led and online training; and generate reports and training records. Vendors must also demonstrate the ability to maintain and track member credentials, certifications, continuing education, and recertification requirements, including training associated with the Georgia Office of Emergency Medical Services (GOEMS), Georgia Firefighter Standards & Training Council (GFSTC), and Insurance Services Office (ISO) requirements. The City's expectation is that the selected vendor provides a secure, reliable, accessible, and comprehensive online training management system that enables AFRD to efficiently deliver and maintain accurate training and certification records, monitor credential and recertification requirements, and provide timely access to training information across the Department. A Pre-Solicitation Conference will be noticed and held to provide additional details and answer questions from interested vendors. We look forward to your participation.
