HMO Elevator Maintenance Service

The U.S. Consulate General in Hermosillo is soliciting fixed-price contracts for comprehensive elevator maintenance services across 25 elevators, with a base year and four optional one-year periods, for a potential total performance duration of five years and six months. The contractor is responsible for providing all labor, materials, equipment, and services necessary to perform preventive maintenance and annual no-load testing on each elevator in accordance with ASME A17.1-2013, U.S. Army Corps of Engineers EM 385-1-1, and OSHA standards, while implementing a safety plan addressing confined spaces, falls, and emergency procedures. All personnel must undergo police clearance and background checks by the U.S. government, obtain and wear U.S. Government-issued identification cards, adhere to strict conduct rules including no intoxicants or disorderly behavior on site, and wear uniforms approved by the Contracting Officer’s Representative. Deliverables include detailed post-maintenance reports, photographic documentation, Bills of Materials, completed inspection checklists, and insurance certifications, with performance evaluated under a Lowest Price Technically Acceptable (LPTA) source selection process where technical acceptability and compliance are pass/fail criteria and award is based solely on lowest cost among qualified offerors. The solicitation requires vendors to be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier and to submit proposals in two electronic volumes: administrative and pricing information as well as technical and past performance documentation, including evidence of business operations in Mexico, a qualified project manager fluent in English, past client references, and a comprehensive maintenance strategy. Proposals must be submitted electronically by July 31, 2026, to hermogsocontracts@state.gov, and must include NDAA Section 889 compliance certification affirming no use of prohibited telecommunications equipment or software from entities such as Huawei, ZTE, or Dahua, along with assurances of compliance with federal anti-discrimination laws and whistleblower protections. Invoicing must be sent electronically to hermoinvoices@state.gov, and payment will be processed by the U.S. Embassy Mexico City Financial Management Center. Performance occurs exclusively at the U.S. Consulate General in Hermosillo, Sonora, Mexico, with FOB Destination terms applying. Failure to meet any requirement including personnel vetting, documentation, or compliance will result in rejection, and the government reserves the right to deny access or remove personnel for any breach of security or conduct standards.
