The City of Newport News is an independent city located on the Virginia Peninsula in the Hampton Roads region of the Commonwealth of Virginia. It is the fifth most populous city in Virginia and has the largest population on the Virginia Peninsula, serving approximately 183,000 residents. The City operates under a council-manager form of government, in which the City Council sets policy and appoints a City Manager who oversees the day-to-day administration of City government. The Council is composed of seven members, a Mayor elected at large and six Council members elected by district, each serving four-year staggered terms. The City Manager appoints the heads of City departments, and the City Council also appoints the City Attorney and the City Clerk. The City delivers a broad range of public services, including public safety, public works, waterworks and utilities, planning and development, finance, parks and recreation, and general government administration. For FY 2026, the City's adopted operating budget was approximately $1.2 billion. The City's workforce includes approximately 3,560 full-time employees and 785 part-time and temporary employees across roughly 29 departments and offices, organized using a shared-leadership approach that groups related departments to improve coordination across the organization. The City of Newport News Department of Human Resources supports this workforce by attracting, developing, retaining, and promoting a qualified and capable workforce of public servants. The Department's functions include policy development and administration, recruitment and retention, classification and compensation, benefits administration, training and organizational development, employee engagement, and employee and labor relations. From time to time, the City requires specialized human resources (HR) support that supplements the capabilities and capacity of City staff, including support for periods of peak demand, specialized projects, and subject-matter expertise that is not maintained in-house. Through this Request for Proposals (RFP), the City intends to establish on-call contracts with one or more qualified firms able to provide responsive, high-quality HR services, on an as-needed basis, across the categories described in the Scope of Work.
