AI Contract Overview
The OHDACA Project for Medical Equipment for Ukraine’s Children Hospital, identified by solicitation number W564KV26QA021 and project number UP-HA-2025-00090660, was conducted as a full and open competitive action using the Lowest Price Technically Acceptable (LPTA) source selection process. A total of sixteen quotes were received, but only one offeror, Fragola-G LLC, was found technically acceptable after rigorous evaluation against mandatory criteria. Technical acceptability required demonstration of compliance with the Equipment List and Specifications, including certification of conformity with Ukrainian technical regulations and operator manuals provided in Ukrainian, alongside confirmation of delivery by the required deadline of 31 August 2026. Past performance was assessed via the Supplier Performance Risk System (SPRS), with only Green, Purple, Blue, or Black ratings deemed acceptable; Fragola-G LLC met this threshold. As the sole technically and past-performance qualified offeror, their Firm-Fixed-Price quote was evaluated for fairness and reasonableness under FAR 13.106-3(a), and since no other viable offers existed, award was made to them under LPTA principles, where price is the sole differentiator among technically acceptable bidders. The contract is a Firm Fixed Price (FFP) arrangement, with all pricing inclusive of installation, training, shipping, overhead, G&A, insurance, and profit, and must be submitted in USD or EUR rounded to two decimal places. Delivery is FOB Destination OCONUS to the Neonatal Center, 4th floor, of the Mykolaiv Regional Children’s Clinical Hospital in Ukraine, with the contractor bearing all risk and transportation costs until acceptance at the destination. Inspection and acceptance occur at the delivery site, and all equipment must be new, not refurbished or gray market, compliant with the Trade Agreement Act, and covered by the manufacturer’s warranty. Packaging and marking must conform to contract specifications or carrier requirements, with DoDAAC WK4E3R and delivery address APO AE 09107 specified. Electronic submission via email was mandatory, with proposals limited to PDF or Excel formats under 10 MB total, submitted by 8 April 2026, and quotations remained firm for 90 days. The contract incorporates multiple FAR and DFARS clauses, including those on combating trafficking, child labor, cybersecurity, payment methods, and supplier compliance, with several deviations applied. Full Description
The Requirement for the OHDACA Project for Medical Equipment for Ukraine’s Children Hospital was posted on SAM.gov and conducted as a full and open competitive action. The government employed the Lowest Price Technically Approved (LPTA) source selection process. A total of sixteen (16) quotes were received in response to the solicitation. Of the initial quotes, three (3) vendors —submitted quotes that were compliant with the solicitation requirements and were forwarded for technical evaluation. Fragola-G LLC was the only quoter found technically acceptable by the technical evaluation team.Because only one (1) quoter was deemed technically acceptable and responsible, their quote inherently represents the lowest priced, technically approved offer. The Government evaluated this quoter's Total Evaluated Price (TEP) and determined the price to be fair and reasonable. Therefore, in accordance with the LPTA source selection process, award was made to Fragola-G LLC , as their submission represents the best value to the Government.
