Humboldt Transit Authority Hydrogen Fueling Station

The Humboldt Transit Authority is constructing a hydrogen fueling station at its Operations and Maintenance Facility located at 133 V Street in Eureka, California. This project is designed to support the transition of the agency's bus fleet from diesel and gasoline to hydrogen fuel by 2040, ensuring compliance with the California Air Resources Board's Innovative Clean Transit Regulation. The scope of work includes the installation of a liquid hydrogen storage tank and a compression gas system capable of serving various vehicle types at different pressures, including a public access H70 dispenser. Additional project components involve the demolition of an existing wood-frame office building, the construction of a building addition under 2,000 square feet, and the retrofitting of existing fleet maintenance bays to meet NFPA 2 standards for fuel cell electric buses. To maintain operations during construction, a temporary hydrogen fuel dispenser will be procured and utilized on-site. The project is being led by the City of Eureka and has undergone an environmental review process under the California Environmental Quality Act, resulting in the adoption of a Mitigated Negative Declaration. Key compliance requirements include strict adherence to EPA NESHAP and Cal/OSHA standards for the abatement of asbestos and lead-based paint during demolition. Contractors must perform exposure assessments for trigger tasks and provide lead-work notifications to Cal/OSHA when disturbing more than 100 square feet of lead-based paint. Environmental safeguards also include biological monitoring for migratory bird nesting seasons and the maintenance of confidentiality regarding archaeological site locations. Hydrogen gas will be delivered to the facility via tanker trucks throughout the operational life of the station.
