HVAC/REFRIGERATION SYSTEMS SERVICE

The U.S. Coast Guard, through the Department of Homeland Security’s SFLC Procurement Branch 3, intends to award a sole source contract to MULTIMARINE SERVICES INC. for HVAC and refrigeration systems services under solicitation number 70Z04026P60567Y00, in accordance with FAR 12.102(a), as this is the only responsible source capable of meeting agency requirements due to the specialized nature of the equipment and proprietary knowledge necessary for maintenance. The contract, classified under NAICS code 811310 and designated as a Total Small Business Set-Aside, involves the inspection, service, and grooming of two Carrier Transicold Model 90RMC050-D-610 seawater-cooled 50-ton AC chillers in Auxiliary Machinery Space 1 and two Type 2 R-134A low-temperature refrigeration units in the JP5 Machinery Space on the USCG 270’ Campbell located at the USCG Yard in Curtis Bay, Maryland. Performance is scheduled from June 8, 2026, through May 21, 2027, with all work subject to strict compliance with OSHA standards including 29 CFR 1915, 1910, and other applicable federal regulations, as well as mandatory adherence to safety protocols requiring hard hats, safety harnesses, and safety glasses at all times. Contractors must hold current EPA Universal Technician Certification, meet all state and local licensing requirements, and possess official access to Carrier’s proprietary technical information and authorized status as a Transicold Carrier technician. Access to critical U.S. Coast Guard technical drawings and data requires registration in the Joint Certification Program and compliance with Controlled Unclassified Information (CUI) protocols, which may disqualify any offeror lacking this registration. All work must conform to SFLC Std Spec 0000 and include submission of a Completion Final Report after operational testing witnessed by a Coast Guard inspector.
